Project OXCART was one of the cleanest examples of a real Cold War black project: a CIA-funded, Lockheed Skunk Works aircraft built to fly above 90,000 feet at more than Mach 3, survive Soviet air-defense advances, reduce radar detectability, and return timely strategic imagery. The A-12 was born from the need to replace the U-2, tested in secrecy at Groom Lake / Area 51, pushed titanium, fuel, engine, navigation, camera, electronic countermeasure, life-support, and thermal-management technology to the edge, and finally flew operational BLACK SHIELD missions over East Asia before being retired in favor of the SR-71 and satellite reconnaissance.

Project PALLADIUM was one of the strangest verified electronic-warfare programs in the CIA's Cold War technical archive. It did not recover alien craft or make aircraft physically vanish. It did something more precise and, in intelligence terms, more useful: it injected carefully calibrated false targets into adversary radar systems so Soviet and Cuban operators would track a ghost aircraft that was not really there.
