Project ARTICHOKE mattered because it exposed how quickly the early Cold War turned fear of enemy brainwashing into a justification for American experimentation in coercion and behavioral control. What the CIA wanted was not simply a better truth serum. Project BLUEBIRD mattered because it was the first moment the CIA tried to gather its scattered curiosity about drugs, hypnosis, interrogation, and behavioral influence into a single covert program. Project MKDELTA was not simply another name for MKULTRA. MKULTRA was the research-and-development container. MKDELTA was the operational-control channel: the mechanism by which CIA materials developed under MKULTRA could be used abroad in approved clandestine operations. That distinction is what makes MKDELTA darker than many better-known mind-control files. The surviving record does not let us reconstruct every target, country, substance, or operation because key MKULTRA records were destroyed. But the Senate and CIA record is still explicit enough to matter: MKDELTA governed overseas use of MKULTRA materials; such materials were used on a number of occasions; drugs were used primarily as aids to interrogations; and MKULTRA/MKDELTA materials were also used for harassment, discrediting, or disabling purposes. The strongest public evidence therefore supports MKDELTA as the operational edge of the CIA behavioral-control program, not as a vague urban legend.
