Project PARCAE was one of the most important Cold War ocean-surveillance satellite programs the public was barely allowed to name. Project POPPY was one of the early hidden bridges between Navy space engineering, NRO satellite reconnaissance, NSA signals analysis, and Cold War ocean surveillance.
