Project FUBELT Chile Destabilization Black Program

Project FUBELT was not a rumor. It was the codename attached to one of the clearest declassified examples of U.S. covert action against a democratic election result in Latin America. After Salvador Allende won a plurality in Chile's 1970 presidential election, President Richard Nixon directed the CIA to prevent Allende from coming to power or to unseat him, authorized up to $10 million, and ordered the mission handled outside normal coordination with State and Defense. In its narrowest meaning, FUBELT was Track II: a secret CIA effort to create or encourage a coup before Allende's inauguration. In its wider mythology, it became shorthand for the whole pressure system around Chile: propaganda, economic strangulation, media support, military probing, plausible deniability, and the shadow line that connects covert action to later regime collapse. The record is strong, but it also has boundaries. FUBELT proves a real black program against Allende. It does not cleanly prove that Washington directly commanded every later move of the Chilean armed forces in September 1973.
