Project FROSTING and the Origins of ECHELON

FROSTING was not the same thing as ECHELON. In the surviving record, FROSTING appears as the larger NSA umbrella for communications-satellite interception, while ECHELON began as the sub-program for INTELSAT collection. Project TRANSIENT Satellite Intercept Program

TRANSIENT did not become a household codeword the way ECHELON did.
