Project P-11 was one of the Cold War's quietest intelligence machines: a family of small detachable satellites that rode into orbit on larger reconnaissance spacecraft, separated from their host, spun like compact antenna-covered boxes, and listened for Soviet radar, telemetry, and communications signals. Publicly declassified NRO records place the P-11 lineage inside Mission 7300 and later Program 989, describing a spin-stabilized 200-pound vehicle ejected from the Agena aft rack as a longer-life successor to earlier AFTRACK payloads. The strongest record supports a real NRO / USAF tactical ELINT satellite system that helped map electronic order of battle and technical intelligence targets; it does not support claims that P-11 was an alien-monitoring platform, a nuclear weapon, or a space-object recovery craft.
