Project MKNAOMI CIA Biological Black Program

Project MKNAOMI was not just another rumor orbiting MKULTRA. It was one of the places where the CIA's covert-operations machinery met Fort Detrick's biological and chemical weapons expertise. The public record identifies MKNAOMI as a real program designed to give the CIA a covert support base, maintain stockpiles of incapacitating and lethal materials, keep special dissemination items ready for operational use, and draw on the Army Special Operations Division's biological-agent and delivery-system capabilities. Project OFTEN Drug Behavior Research Black Program

Project OFTEN, usually written as MKOFTEN in the declassified record, sits in the late, murky edge of the CIA behavior-control archive. It was not the original MKULTRA umbrella, and it was not simply an internet legend. A 1977 Department of Defense memorandum described MKOFTEN as apparently part of MKSEARCH, with the objective of testing the behavioral and toxicological effects of certain drugs on animals and humans. The same record places it near Edgewood Arsenal work, Holmesburg Prison references, Navy funding channels, central-nervous-system drug analog research, and the final collapse of CIA drug-behavior projects in 1973. The strongest evidence supports a real drug and toxicology research program connected to CIA behavioral-modification goals; the weaker evidence belongs to later stories about occult warfare, black magic, and paranormal mind control that orbit the name but remain poorly documented.
