Echelon Satellites and the Global Listening System

The strongest historical record suggests that ECHELON was never best understood as one giant omniscient machine. It was a satellite-ground processing system inside a larger alliance architecture. Its power came from combination: communications satellites, widely placed ground stations, keyword filtering, allied cooperation, and enough secrecy to make the whole thing appear larger, stranger, and more all-seeing than any one part really was.

Project FROSTING and the Origins of ECHELON

FROSTING was not the same thing as ECHELON. In the surviving record, FROSTING appears as the larger NSA umbrella for communications-satellite interception, while ECHELON began as the sub-program for INTELSAT collection.
