SHAMROCK was not a wiretap in the ordinary sense. It was a long-running arrangement under which major telegraph carriers provided copies of international telegram traffic to the U.S. intelligence system, allowing NSA to sort, review, and exploit huge volumes of communications with almost no judicial restraint. That is what made it historically consequential.
