Project FROSTING and the Origins of ECHELON

FROSTING was not the same thing as ECHELON. In the surviving record, FROSTING appears as the larger NSA umbrella for communications-satellite interception, while ECHELON began as the sub-program for INTELSAT collection. That distinction matters because it shows how a specific Cold War satellite mission gradually became the public shorthand for a much larger Five Eyes interception system.
