Project CENTER LANE matters because it is one of the rare black-program stories where the strange part is not invented. The U.S. Army really did run a classified remote-viewing effort inside INSCOM. Declassified records describe CENTER LANE as a Special Access Program that used remote viewing as an intelligence collection method, followed earlier GRILL FLAME work, and sat inside the larger chain of SCANATE, GRILL FLAME, SUN STREAK, and STAR GATE. Project FULCRUM was not the satellite that finally flew. It was the pressure point. Project MKCHICKWIT mattered because it was the collection side of the late MKULTRA world. Where MKOFTEN dealt with testing the behavioral and toxicological effects of certain drugs, CHICKWIT was described in the Senate and Defense Department record as the project concerned with acquiring information on new drug developments in Europe and Asia and obtaining samples.
