Project POPPY Naval ELINT Satellite Program

Project POPPY was one of the early hidden bridges between Navy space engineering, NRO satellite reconnaissance, NSA signals analysis, and Cold War ocean surveillance. Born from the success of GRAB, POPPY operated as an NRO Program C electronic-intelligence satellite system from the early 1960s into 1977. It collected radar emissions from Soviet and other foreign systems, pushed U.S. ELINT collection deeper than aircraft or ground stations could safely reach, and eventually supported the Navy's need to locate radar-equipped ships at sea. The program was real, declassified only in limited form, and should be read as a verified signals-intelligence satellite system rather than a UFO, exotic-energy, or space-object recovery mystery.
